Everweld Crown

Structure
Chancellor Vatorum lies at the top. He consolidates his power through powerful families, not all of these are on the right side of the law. The real power of the crown lies in Vatorum's network of agents and spies, who are so feared they act as a deterrent to deviance and other forms of crime. The face of the crown on the street are the city guards (Yellowtails) who enforce Vetorum's law with undying passion. The Cthonic Colleges believe they could rule the state, if they so wish, so they maintain a polite relationship with the crown - where the Colleges have to obey the Crown (provided Vatorum doesn't ever use this power).
Public Agenda
This organisations agenda is to keep crime down and control of the state, through Vetorum's network and the Yellowtails.
Assets
The power of Everweld lies in the diversity of its military. The banners recruit from the city itself, so a force can consist of almost every race. This results in the flags of war containing the best elements of each race, for example Hit and run teifling scout units spotting for anvil warforged units. The army lacks in but one facet - it contains no siege equipment or artillery. Vatorum made the decision to leave the forests to the north untouched, so wood has to be used sparingly in terms of the state.
