Framework for the Yatian Government
While Pereri Marchant gets most of the credit for this short, yet surprisingly insightful treatise, it was in truth a collaborative effort by the founders of the Citystate of Yaty. Within its half-dozen pages, it lays out the principles by which Yatians would live, the freedoms they would guarantee, and the basic structure of its government. By focusing on the ideological, rather than the practical, it has endured the centuries. For example, it mandates the creation of the Yatian Senate but does little to describe how it might work, allowing the body to adapt and evolve as the citystate grew.
