The largest of the new, political "factions" in the Citystate of Yaty, the Forum for Democratic Reform counts nearly a dozen current and former senators among its membership and a recent audit of its finances revealed that at least two hundred different citizens had contributed gold to its coffers. Like other factions, Reformists, as they are often called, support each other's agendas in the Senate, voting as a block in an effort to pass measures that forward their ideology. They generally focus on trade issues, often surrounding tariffs for goods in and out of the citystate and are popular with merchants that conduct business via Yaty's busy port. A recent measure backed by the faction reduced tariffs on spices shipped in from Azermathia via ships while offsetting the lost revenue by increasing tariffs on garlic and ginger that comes overland from Zennon, a move popular with ship captains but most disagreeable to the caravanners coming from the north.
 
They also strongly value freedom and have often backed issues that reduce the few restrictions that the citystate places on everyday life. Measures such as water rationing to ensure all citizens get their share of what flows down the aqueducts from the Wind Wall Mountains and those reducing the size of the military that enforce the citystates laws are popular with them as they seek a truly free market and society. One such measure that has gained momentum in recent sessions is a proposal to eliminate the three year waiting period, often called the "hiatus," that is currently required after a Senator leaves office. While the Reformists argue that people should be free to run as they see fit, many in Yaty believe that its removal will lead to even more politicization of government and worse, lifelong politicians. As such, the measure has little support beyond the faction's own memebers.
