Coast Guard (Elf, Halfling, Human, Gnome, Vrock)

Like your brethren in the Air Marshals, or the Rail Wardens or Road Wardens, you act as the militant and law enforcement of trade by water, be it boat, barge or ship. You work the rivers, the lakes, and the sea, depending on where your deployment and orders take you.

The Coast Guard, as most nation states call these militant police and customs soldiers and enforcement officers, are the child of the now defunct river-warden positions. New name, shinier uniforms, better equipment and a better overall discipline and connective network of authority and chains of command. By tying them into the navy of each nation state, this has limited discrepancies in policy and action, allowing them to become perhaps the most trusted of these four services, (five if you count police) since they are counted as full on military, and as such, military training, discipline and general demands of military behavior and duty exist upon them. So whilst poor behavior is not unheard of or unexpected, if the chips are down, most of the time such folk will lay down their lives to try and save citizens of their nation state, as they should. It won't. Financial Corruption for protection of coastal communities is at a minimum, solely due to this more centralized command structure and understandable authority chain. This does not mean such things are non-existent, merely that they are far less common. The less overtly threatening and devastating on a community level sort of financial corruption however, such as bribery for smuggling, and other such violations, is still rampant and all too common.

Your Rolling Recruits, a nickname borne of the affinity for vomiting new recruits have, as they are not used to the pitch and roll of a boat or ships deck, are your raw and green folk, young men and women with ideas of helping their friends and kin, improving their communities. Your Coast Guards are the actual operators of this group, the most numerous, the ones with authority to take control of situations if needed. Recruits have no authority without a Coast Guard or higher present. Next of course is Shipsword, a veteran of the service, this rank is awarded to those who have put in time and have a stellar service record. They become captains of a vessel, generally assigned to a garrison of their choosing, maybe not their first choice, but often in their preferred three, unlike Coast Guards or Rolling Recruits. They also have some control over funding, allowing them to slightly customize their assigned vessel if they wish, and they have full unspoken permission to do so out of their own pocket, though they must be able to revert such changes, in look at least, for military inspections twice a year. Often they may actually be in charge of a check point or watch post as well, unless assigned to a full on port of call/garrison.

Finally you have Shipsword Commander, those whom run garrisons. These men and women are also generally the captain of a flagship, and it can be customized to their content within budget, and they may even provide their own coin to increase that budget. These folk are few and far between, generally only found at regional naval garrisons, not at watch posts or check points. These are lifers in the service, its all they've known and all they will ever know. They've seen battle with foes of their home, beast or invading forces, they have seen skirmishes with smugglers or pirates, they've seen the ebb and flow of new hamlets and villages, and the fall of places they tried to save, but couldn't, as well as places they honestly believed they could not protect, yet managed to anyway. They are often scarred and decorated heroes, and well loved amongst their community. These men and women get full choice where they are assigned, and often can exert some influence to handpick their garrison, or at minimum their crew, from personal files as they wish.

Role: These folk are military through and through, and at their best in an amphibious situation, They are skilled warriors, work well in squads and teams, and many are also a skilled shot as well. They also oft have many connections and contacts in ports across their home region or range, and know well the dangers and points of interest within them. Not to mention they can help smooth over any....incidents of...questionable....behavior in the domain and jurisdiction of the Coast Guard, depending how high ranking they are of course.

Trappings: Badge of Office, Appointed Posting of Command (of a Port Garrison or Naval Fort), Appropriate Flagship (for rivers or the sea as fits the character's duties) of your preference with full crew, patrol boats/ships and crews as appropriate for your posting under your command.

Payment & Reimbursement

These folks are quite well paid starting at Silver-1 and ranging up to Gold-1 across four tiers of their career.

Other Benefits

Again you are military and a law enforcement agency. That comes with a lot of leeway and perks in regards to rules and authority.
