A member of the population of Òlhakeike may be assigned to general population as a thrall due to their low genetic capacity for metahuman power. However, if the Lord of the city-state determines that this person contains interesting latent potential, they may be reassigned for a testing round. For up to three weeks, the subject receives heavy doses of a mutagenic serum. If they evolve to a certain level of active mutate ability, they might be appointed to train as a Hound and work in one of the municipal divisions.
Those who began their citizenship as a Hound are evaluated during immigration for many biochemical factors. In uncommon circumstances, the Lord may choose to conduct a deeper evaluation on a Hound who has demonstrated great potention in the course of the work. These subjects will undergo many treatments, possibly over years, to refine their metahuman capacity for greater service as a Dragoon.
