Bernice Ernhart draws her pay as a municipal employee of the State of New York, particularly the NYS Port Authority. She usually works at the northwestern Brooklyn on-site administrative location near the Columbia Street Harbor District.
Everyone knows there is another "Bernice Ernhart" who also works for the Port Authority, and that sometimes "our" Bernice has to log into that other worker's account to retrieve misdirected emails or tasks.
No one in Brooklyn has met this other Bernice. She's a somewhat younger woman, maybe more pleasant, but certainly less aggressively competent.
Agent Backhaul is a member of a clandestine watchdog organization called SAFEGUARD. She knows that the state-level Department of Transportation has two other Agents, but all three are careful to never cross paths in realspace or even digitally -- they want no chance that an adversarial investigation could trace from one to another and thus, gain more intelligence on how SAFEGUARD discovers attempts to corrupt good governments.
