The Silver Covenant prohibits bloodshed between deities, and solidifies the conditions under which the Council of Vonahaf will function. The Representative is to be seated in The Golden City of Vonahaf where he will study the first tongue in order to serve Relavar with the utmost knowledge available. He will only act on the council's decree and never intervene in the internal affairs of Kingdoms unless the looming threat of war is present. If the Council is ever to be deemed defunct, it will be reformed at the Representative's behest. In case of a Planar War or another such catastrophic event that will render a sole Kingdom unable to defened itself, the Representative is to be granted the rank of acting Emperor until the threat is Neutralized. When acting Emperor, the Representative shall only act in benefit of all covenanters, unless such a thing is impossible. In the latter case he is to conclude to the best of his ability given the circumstances at hand.
