Personal history
Hans grew up in the aftermath of WWI, were they suffered due to the debt Germany were forced to pay to the allies. But his family who fully supported the war effort had no qualms about it, and they taught him to trust their country as much as they did. When WWII began in earnest they felt no different, happily joining the nazi party and doing whatever they can to help. Hans had jewish friends before the war, and felt terrible about what was being done to them at first, but his families persistence drowned out those thoughts eventually.
When he joined he was assigned guard duty to a secret facility where they experimented on people. Though he felt everything they did to win was necessary, the screams coming from inside still kept him up at night. When the war was winding down and the writing was on the wall for Germany. The scientists inside ramped up their experiments, doing as much as they can before the allies got to them. Hans never even knew what they were doing, and since he knew he would be in jail or dead soon he figured he'd take a look.
He snuck in threw the train tunnels to catch a glimpse, to see a multiple people connected to machines. Fire and smoke coming out of them, and others looking completely drained with empty eyes and blackened skin. He started to leave when bombs started hitting the facility. Whatever the scientists were doing the bombs affected the machines, which was controlled from a device sitting on the train next to them. Then another bomb went off killing all the scientists, and the people connected to the machines seemed liked they were being drained as well. So he hopped into the train to get out as fast as he could, just as another bomb hit the machine on the train. He tried to jump out but his shirt was caught on something, and he was absorbed into the explosion.
Years later when someone was excavating the rubble they found his emaciated body. When someone touched him to drag him out they caught on fire, and the fire flowed towards his body restoring it. Everyone ran and each one he caught restored him further, the next giving him blackened steel like skin, the next giving the speed of a locomotive on jet fuel, The next giving him a choking black aura of smoke surrounding him. He felt strong and powerful but eventually he would depower and his body would wither again if he didn't drain someone.
And with the knowledge of the axis powers losing the war, he had no problems going after anyone he pleased.
