Doctor Despair's Arrest Warrant

This particular arrest warrant has been shuffled off into the corners of the various government agencies since they discovered it was issued against a minor. Namely, an eleven year old. It took them a surprisingly long amount of time to figure it out, considering how small she was, but once they did it was something of an embarrassment. No one wanted to admit they were freaked out by a child at the very start of her career.
The warrant was issue for a series of thefts that culminated in her stealing the head of one of the members of Myriad Battalion. Now, to be clear, it was a robot head and super easy to get a backup of the limited knowleddge stored in there at the time. Since no on really wanted to call it murder, since he was easily rebooted, they called it grand larceny and added in a few espionage charges since the person in question knew some state secrets.

The Last Straw

No one in the various agencies wants to draw attention to a new supervillain. It shifts things around and brings on copycats. A warrant is the last resort because it announces to the world that this person should be taken seriously. There's also been a few instances in the past of warrants being issued against the wrong person, which is generally regarded as an embarrassment.
SIVIC is an agency with a broad reach, with limited authority to do things like this. They limit themselves intentionally, to avoid overreaching so they don't lose what authority they have to arrest people. And the issues they work with are on such a grandiose scale that they're aware of the fact that people frame other people, and that with superpowers in the mix it might not be so straightforward.
But taking the head off a major superhero while also stealing the stuff from a bunch of other superheroes is one really good way to make sure to require attention.
