The Capital of Brevoy, though House Surtova doesn't live there. It was built shortly after the arrival of Choral the Conqueror.
In preparation for the Brevoy Civil War, its citizens have been forced out to allow for extensive troop housing. The entire city has been magically raised, and the river has been gated off to restrict travel and trade. Skirmishes in the area have forced the citizens to move into camps to the south. The resulting upset and public revolts have been ineffective in causing any change.
Ragnar Garess attended the university there and hates the largely wood-based architecture.
