Black Emerald
A menace who makes the skin of others crawl, Black Emerald is a villainess who unites most heroes and even some villains against her. She is cunning, and uses magic to create bio-magic constructs of frightening power, as well as targeted plagues and worse on occasion. She normally wears bio-magic enhanced living armor, and is never far from her Thralls, people who she has brainwashed to be utterly subservient while using their own forms of her living power armor.
She is considered insane, but oddly doesn’t go out of her way to kill most heroes, and has destroyed a number of villains, most notably a psychic named Creeper. She lays low, but when she strikes, she does so with full force and few heroes are in any position to stop her. She primarily targets a number of specific pharmaceutical companies, and no others. She doesn't hire mercenaries.
She sometimes attempts grandiose schemes. For example, she once spent three years plotting how to break into Olympus to steal a tree from the gods there. The only reason she got away with her scheme was because it had amused Eris, who'd helped her at the last moment.
Black Emerald normally stays in the area around Paragon City, with her headquarters in the Wasatch Mountains. This base is protected by a ward that is designed to take any attack, absorb it, magnify it, and send it right back at the attackers. In addition, the wards are designed to cut apart anything that tries to intrude astrally. Because of this level of protection, heroes and government agencies prefer to leave her base alone.
She is considered a class S villain. Recently she has claimed that she is winding down, releasing her thralls, and going inactive - though not retiring.
Black Emerald's Past:

Black Emerald was once a young woman named Maria Chandler. She was young, brilliant, and believed in making the world a better place. After graduating from pharmaceutical school, she took a position with Alliance Pharmaceuticals in their Research & Development Division.
There Maria began to work on advancing biology with her minor magical talent. Her goal was to come up with an animal hybrid that could ingest the ingredients of expensive drugs whose production was harmful to the environment, and could produce the drug without the negative consequences quickly and inexpensively. She even succeeded, to her absolute delight... and the horror of those in charge of the company.
Days later, Maria's laboratory burnt down, along with her experiment and all her notes on how she'd succeeded. The server backup's data was corrupted as well, ensuring her discovery was lost, and in the aftermath the company quickly chose to lay Maria off instead of offering her a position at a new facility. When she started searching for a new job, she quickly found that she'd been blacklisted by every pharmacy company she contacted. With no other choices and the crushing debts of her schooling hanging over her head, Maria turned to her magical talents to find a job, disillusioned with her situation.
As if she hadn't been through enough, Maria quickly found herself between jobs at one company after another, for no reason other than bad luck, as far as she could tell. Eventually she took a position with a company that built magical wards for corporations, as a minor partner. It barely allowed her to make ends meet, as her depression steadily deepened. And that was when the final nail in Maria's coffin was driven in.
The Mysterious Seven, a group of villains who used magic, struck the building she was helping ward, and the entire crew was kidnapped, taken to the underground lair of the group. The Mysterious Seven had ensured that there was no physical exit to their fortress, that all transit had to be by teleportation, and they gloated to their victims about all the horrible experiments they were going to go through. Maria was chosen to be first, and placed in a magical cell for their experiments, just before the heroes arrived. The heroes defeated the Mysterious Seven, but Maria's hopes shattered when she realized that none of the heroes seemed to be able to detect the chamber she was in. Worse, the villains taunted the heroes that she was already dead, and allowed them to see another room with a corpse as proof, to her confusion and shock. After a great deal of debate, the heroes took the villains and other civilians and left, leaving Maria to her fate.
As despair took Maria, she fell into a cycle of depression and anger, her mind running over the ruins of her life. And as the third day came, her mind cracked at last, just as the villain who'd masterminded her abduction had planned. Creeper had been toying with Maria since she'd lost her position at Alliance Pharmaceuticals, and he took delight in destroying such an optimistic, kind young woman. He 'rescued' her at the last minute, the the psychic slowly molded her into the Black Emerald. He was delighted in what he'd created, and enjoyed watching her destroy so many others once she came into her own.
However, Creeper had miscalculated. He never considered what would happen when Black Emerald learned what he'd done, and learn of it she did. When the last member of the Mysterious Seven told her what Creeper had done, Black Emerald's rage was incalculable. She had been molded into a weapon of vengeance, and she turned on Creeper so suddenly that he never had a chance to resist, and died in horrible pain.
With Creeper's death, Black Emerald turned back to her vengeance, but now her rage was more nuanced. While she was what Creeper had made, she hated that very fact, so she tried to focus her anger on those who were responsible... and a part of her has wished for death ever since then.
Physical Description
General Physical Condition
Black Emerald has long red hair and a beautiful face with bright green eyes, but every feature is a little too sharp-edged, or even too perfect in some cases. She looks like more of an idealized sculpture of a person made by someone who doesn't quite understand what makes a person look fully real. Her appearance has been described as an example of the 'uncanny valley'.
Special abilities
No one is certain what powers Black Emerald possesses, if any. The best guess is that she's a type of Inventor with some skill at magic, as she appears to be able to manipulate biology with remarkable ease, as well as creating biological constructs with spells built into them. Some of these constructs are little different than laser-armed drones or worse, which is part of the reason people are so concerned by her.
Yet the simple truth is that Black Emerald is an incredibly brilliant woman, capable of creating cures or banes that few others can conceive of. Even a few heroes have employed her assistance before, though it always has its price.

One of the most shocking things about Black Emerald if it came to be known is that she has virtually no powers of her own. Her intellect isn't the product of powers, but true natural talent and training, while her magical potential is weak. The sort of spells or wards that a superhuman mage like Warden could create in a few hours would take Black Emerald the better part of a month to build laboriously. However, she uses her knowledge to instead create tools for her work.
If Black Emerald truly had powers to match her classification, she would be one of the most dangerous villains on the planet. In reality, she began with class E powers which increased only to class D following her second awakening during captivity.
