The Galactic Empire
Formed 23 years ago from the tattered remnants of the Galactic Republic, the Empire is a totalitarian regime under the complete control of Emperor Palpatine. He enforces his will with a powerful military, and officially controls the entire galaxy. Unofficially, their grip in the Outer Rim is not as strong as in the core.
Structure
- Emperor Palpatine, supreme leader of the Empire
- Grand Moffs, military leaders of oversectors and other troublesome regions of space. Esstran is under the control of Grand Moff Renau of the Gordian Reach Oversector.
- Moffs, governors of sectors. Esstran is governed by Moff Ellor Orgraal, who also serves as Governor of Ord Radama.
- Planetary governors, assigned by the Empire to any planet with a sufficient population to require direct Imperial control.
Culture
A fascist dictatorship, the Empire is obsessed with its military and hierarchy.

The Galactic Empire claims to secure peace and order in a chaotic galaxy.
Demography and Population
Countless alien species exist in the Empire. Regular censuses are only taken on worlds where the Empire has direct control, or there's some other firm bureaucracy, so exact numbers are impossible. The Empire claims its citizens are mostly human, but this is almost certainly a reflection of humancentric bias.
Territories
The Empire claims to rule the entire galaxy through fear and force. The Rebel Alliance seeks to change that.
Military
The Imperial Navy is the most terrifying military force in the galaxy. It outguns the Rebel Alliance fleet exponentially. Its main weaknesses are that its officers are chosen as much for their political ideology as their competence, and that even the largest fleet cannot be everywhere in the galaxy at once.
Technological Level
The Empire has cutting edge military technology unknown in prior eras. However, its other technology has suffered under the Emperor's dark age. The galactic holonet is all but deteriorated, the technology that provided for people's needs is generations out of date, and otherwise the standard of technology and science is below what it was during the Republic. Scientists are required to follow strict ideological guidelines, and those outside of weapons research are either corporate tools or else are desperately underfunded.
Religion
The Empire has no official religion, but neither does it ban any religions, so long as they are not considered anti-Imperial. The Jedi, of course, are entirely banned.
Foreign Relations
Officially the Empire recognizes no other governing body, and claims control over the whole of the galaxy. Unofficially, there are many autonomous zones within the Empire such as the Corporate Sector and Tion Hegemony that provide only lip-service to the Empire. Hutt Space, ruled by the Hutts, is more antagonistic, but still stops just short of crossing the line into rebellion. The Rebel Alliance has liberated a number of worlds which are now part of its growing movement to restore the Republic, but the Empire does not acknowledge their legitimacy and insists these "local rebellions" will be put down.
Laws
The Empire intentionally keeps its laws vague so that it may rule by fear and power, but in general it recognizes five different levels of crime. Class One is the most severe, which includes things like piracy and anti-Imperial speech. Class Two includes things like forging Imperial documents or possessing an unsanctioned weapon. Class Five is the lowest, for things such as accidentally defacing Imperial property. Any crimes more petty than these are left up to local governments.
Agriculture & Industry
The Empire has too many resources to count, but it spends most of them in its efforts to increase the size of its military and provide for the comforts of its richest citizens.
Trade & Transport
A network of hyperlanes criss-cross the galaxy. These well-mapped routes serve as the major trade arteries of the galaxy. While the Hydian Way is near the Esstran sector, no trade route through the Esstran sector links up with it. Instead, the only trade route in Esstran is the Daragon Spur, which goes from Ord Radama to Corbos and then meets up with the larger Daragon Trail heading coreward.
Education
There is a vast Imperial education bureaucracy, but its goal is not to educate. Rather, its goal is to ensure that local education systems are in line with Imperial propaganda. Because of this, education opportunities vary from planet to planet. On Ord Radama there is compulsory education for Imperial citizens (excluding the native Devlikk), while on frontier worlds there may be no formal education whatsoever.
Infrastructure
Ideally, Imperial governors are supposed to see to the infrastructure of their worlds. Practically, this is unreliable at best. The wealthiest districts have excellent infrastructure, while the poorest have none. The Empire will occasionally undertake a public works project, normally as a quid pro quo arrangement with someone powerful on the planet.

The Galactic Credit Standard, most frequently called "credits" or "Imperial credits" to distinguish them from the older Republic credits, are the official currency of the Empire and a galactic trade standard.
The Empire officially has no trading partners since there is nothing outside the Empire. Within the Empire, however, trade flourishes. Illegal smuggler trade provides restricted items, or trades with blockaded worlds and the Rebel Alliance.
To a certain point of view the Empire wants for nothing. Every thing known is found or manufactured somewhere in the Empire. However, so ravenous is its consumption of resources for its military and opulence that it must always demand more. And so from a certain point of view the Empire seeks to import everything.
Since the dissolution of the Senate four years ago the Emperor rules directly through his military and bureaucratic subordinates.
Planetary courts handle interpretation of Imperial law.
Planetary or local law-enforcement handle enforcement of the law. Particularly egregious criminals may warrant a bounty.
