League of Elites
An elite is a magical user or mage registered with the government for a particular special service, or a wielder registered for the selective process in maintaining the numerical structure of staff for Eldora Tower and its services. The League of Elites is recognized as the most important and most well-known body of officials dominating Eldora Tower at any given time. The elite-five consists of the champion of Leray magic, and four subordinants known as Tower Elites. Tower elites have more power and influence than ordinary elites have, specifically the access of Eldora Tower and all sectors within. The four elites battle each week in the championship events in order to prevnet any change in leadership within the elite structure, or to prevent the potential challengers from having an official match with the champion.
Structure
Each Tower Elite has shared credentials to the tower, but individual credentials when it comes to the order of battles to be hosted in both the Champion Battles or the Catalyst Grove. Ranks are based on skill level determined by battles that take place between each other with a referee to watch. A tower elite can actually challenge the standing champion every three months and if sucessful, take his/her place at full inheritance.
Culture
The champion and tower elites not only help run Sprawn Valley, but are said to be responcible for the constant existance and flow of Leray magic through the veil. The protective veil is projected from the very top of Eldora Tower from the help of all tower mages.

History
Leadership of Sprawn Valley as well as the elites constantly change. But between 1962-1972, there has only been internal movement within the rankings with zero defeats in the Catalyst Grove, and zero sucessors to the current champion. The current champion of Sprawn Valley is Brash Danton. The last long-term successor of the executive champion of Sprawn Valley was Lawrence Citrin.
Territories
Military
Private security is only allowed to assist in personal security and the security of all assets to or from Eldora Tower. The General Army has limited access to Eldora Tower, and is under the command of the Leray champion.
Technological Level
The technology of Eldora Tower is rapidly expanding. Commercial use of flying drone cameras from Ebon Eye are used to film battle events to the general public. Modifications to arena rooms are used with advanced lighting, mechanisms, and powerful AC/Heating units to affect battle parameters. The tower is powered by standard electricity hooked into an emergency generator. There are primary elevators (for contestants), and secure elevators (used by authorized personnel) that ascend and descend to separate levels of the tower. The security system for Eldora Tower (as of 1966) now includes advanced symbol detection scanners, intelligent alarm systems, dark magic detection systems, dome modifiers, and a padlocked secure blast door for the vault of the Crystal Core's reactor.
Foreign Relations
The Leray champion assits in foreign relations, sometimes meeting with other world leaders in person.
Education
While no official Leray training beyond level 3 (Advanced) is required to become a tower elite, it is expected and common to graduate with elite level training of any of the seven sub-levels (7). Graduation from General School is required.
