Great Voranth

The largest, most powerful, and most populous state in the world, Voranth is nevertheless heavily decentralized and content to look inward for the most part. Stretching all the way to the far north, the Voranthene believe their nation lacks for nothing. As Voranth is bordered almost only by sea and by inland tribes that cannot be called states, the Voranthene view themselves as the shining jewel of civilization surrounded by barbarians.   Having begun as a federation between human and halflings tribes in the north, Voranth maintains a tradition of two emperors, one descended from each of the original tribes. In theory, the two emperors, one from Volen and one from Gont ensure that throne always looks after the entire state as opposed to one group. And through the Voranthene empire’s roughly 700 years of unbroken existence, assimilating many neighboring peoples, civil wars and even a change of the state religion, the tradition of dual emperorship has endured.   Today the provincial governors, the Imperial Council, and the Temple of Nuwa all act with little direction from the throne itself. Since roughly 400 years ago, the Imperial Council has been dominated by a seemingly immortal sorceress. The Temple of Nuwa directly rules large parts of the empire and fields its own armies. The provinces behave as countries within a country. However, all respect the idea of empire, and the Temple enforces its unity for religious reasons.
