Nantutek Thalassocracy
Ice, ice, and more ice. Nothing but ice for miles to see. And that's why we love it. That ice is what keeps our way of life alive. That and leviathans, of course. But mostly the ice. The only people that come out here want to be out here, and they aren't here to pry our way of life from us for a profit either. Seaspray, the scent of leviathan oil, and wind that cut's to the bone. What else does one need in life?
Structure
The Magistrate controls Nantutek. Each of the six cities has a Magister in charge, that directs the city as they see fit. When needed, the Magistrate meets and votes on important issues such as war.
Below them are the captains that own their own ships and fleets, who often represent the people's feelings on matters.

History
Nantutek is an interesting beast of a nation. Until the Age of Wounds, no sentient race is known to have lived on the ice flats. Then, in year 62 of the Age of Wounds, the Varlish Dukedom sent out a fleet to the North-Western region which was lost to the ice. It became trapped within the ice sheets that open and close with a will of their own. All 67 ships.
Then the Dukedom sent a second fleet, which became trapped in the same way. Then the third fleet met the same fate. And before the fourth fleet could be sent, the Dukedom received a message from the Ice Flats.
It claimed that the Ice Flats were now the sovereign territory of 'Nantutek'. Comparing that name to the available records of the time and found it to be the name of the flagship o the first fleet they had sent. They sent the fourth fleet anyways. And failed their fourth and final time. The Fourth fleet now resides at the bottom of the ocean, with the only marker being the flagship of the fourth, which remains a grim reminder of the dangers of Nantutek, pierced through with spears of ice.
In the intervening time, the country that calls itself Nantutek has built its economy on the only natural resource that can be found on those ice flats. Well, under them really. Leviathans. A cousin to wales, Leviathans are massive creatures that float through the sub-zero waters protected by a layer of blubber that has arcane properties. This blubber is the valuable part. Collected and refined, it creates a powerful fuel source that radiated large amounts of heat when burned. Invaluable to the people of Nantutek, and nowhere else in the known world do the leviathans grow so large.
Large fleets plow the waters, armed to the teeth for protection against other crews, the wildlife, and purely to do enough damage to wound and kill a leviathan. These crews are the largest social unit in Nantutek society, with each one being made up of several large families. Insult a crew and any nearby member will take exception. Insult a single Nantutek, and you'll have a whole crew to deal with.
Military
The Ice Flow Guard: The only standard infantry unit of Nantutek, the Ice Flow Guard patrol the tunnels and Ice Flats around the territory. They travel light and act as a unit of irregulars when battle is met.
Foreign Relations
in recent years, the relation between the Nantutek and the Varlish Dukedom has deteriorated greatly. Since the Nantutek declaration of Sovrinity, relations had been chilled at best. However, the Varlish have been trying to get their foot in the door of the Leviathan oil market. By any means they find acceptable. There have even been rumors active clashes in recent months, though those reports are unconfirmed.

Magistrate Pennies: While they used to be made out of copper, 'pennies' are now made out of paper, like most modern currencies. A red and white note, it has a Leviathan's skeleton on one side and a trio of ships on the other.
Legislative Body
The Magistrate and the bureaucracy of each city write laws independent of each other, so each city can be wildly different in feel and operation.
Judicial Body
Again, each city is different, but the interpretation of the law is often left to the Crews hired by the local magistrate to enforce each law.
