Governor Richard

Governor Richard used to be a Mayor of the Coniferous Subdivision in the Goldenleaf City. He became a Governor five years after his son's death, and became known to everyone but a select few as Governor Richard. He works alongside Arthur Branstill, who does not like his focus on his family and is constantly telling him to focus on the Colony.
