You have 10 XP to spend on your character, between General Skills and Professions skills.
You do not need to spend XP on weapons/armour/shields, and the full rules on how this works can be found in the Game Mechanics section.
If you secure a place on an event, when you arrive for your first game, you will be provided with a rucksack. This is the 'container' which has been provided to you by the Congolmerate, and will be the only bag you have on you, apart from any additional for certain skills. Please be aware of this when planned what to bring.
