Builder

A builder builds. A Builder builds a town, and its people. A Builder guides the folk of the towns of the Hetzen Empire and its surrounds in day to day running of the place, maintaining the flatness of the paths, that the swamps don't get too close, that the public buildings don't get too run down. They build morale, they build connections and they build the community into a better place.

Requirements

Must own property in the town, must have lived in town longer than 5 years

Appointment

Must be appointed by previous Builder, or must be appointed by peers.

Responsibilities

Organizing public works, setting taxes.
