Undead Plague Avoidance

The Undead Plague Avoidance initiative was started after the death of Falner Brigthbeard, it is a secret treaty between the Dwarves and the Orcs to ban the use of Necromantic Magics. The ban lays out a very clear list of necromantic arts that are forbidden, the general summation is thus; no raising the undead, no raising spirits, no liches, the cessation of the Dwarven practice of having a Necromancer in ever settlement, and to end no using magic to make others weak or old. These laws were passed down from Chieftain to Chieftain, until laws became more permanent than Chieftains, then the laws remained as the Chieftains changed. In the Dwarven Cities this came down as a decree from the Crown, and all loyal dwarf subjects were to end their associations and business dealings with all necromancers.

This had the effect of putting a lot of town necromancers out of work, many turning to the darker arts to maintain their place of wealth and adoration, which led to them being put to death by the governments at hand. A few are said to have grouped up, and created a secret necromancy coven, but no one has ever proved that to be more than a rumor. The Orcs were far crueler in their erasure of necromancy from their culture, killing them all as the order to outlaw their practices came out. Suddenly what was good became something evil and they turned on it, violently.

Some Dwarven nobles have begun trying to undo some of the Undead Plague Avoidance Initiative, letting some of the old ways be brought back from the dead, so to speak. This has been ignored largely, only being brought up to shame the politicians that back it. Rumors persist that some of the Dwarven Lords are supporting this group of nobles but no evidence has yet to be uncovered of this, and the Lords all remain publicly united with the Undead Plague Avoidance Initiative.
