Constable Shem Kersk has the unenviable task of keeping the peace on the rough streets of Scardona. Kersk and his City Watch tirelessly patrol keeping a sharp eye out for crime and disorderly behavior. The lawman can offer information about the city's criminal gangs and tips on bounties open for collection.

Personal history
Born to an abusive mother and absent father, Shem Kersk never had control in his life. Swept into a cult, he learned that in order to survive you had to play dirty. He stole, he kidnapped, he tortured, and he killed to rise in the ranks. Eventually taking over leadership of the Wretched Sons in a baptism of blood. With his newfound leadership he moved the cult to Scardona, hoping for new opportunities and control over a less established colony. Unfortunately the presence of rival gangs The Gorgon's Claw@ and most importantly the Syndicate. Opportunity would arise when a group of Adventurers arrived in Scardona, their antics would pave the way for him to take control of Scardona and all their gangs.
Leading Scardona through multiple wars, invasions, and gang conflicts, Shem Kersk won the election for Mayor. With his newfound power he cleaned the streets to maintain a clean public image. In secret however he made a deal with a dark power, The Tyrant's Priest gave him an offer for power. He accepted, becoming one of the members of The Tyrant's Cult. In order to control the adventurers he kept constant tabs on them, watching them and taking meticulous notes with the assistance of infernal beings he had summoned.
However it would all collapse when two adventurers, Paisley Elysian and Kepp Stickyfingers, returned to Scardona. They had control of the Gorgon's Claw and wiped out the Syndacite, they could not be allowed to live. However they escaped his assassination attempts, plotting their own in retaliation. Despite his preparations and attempts to threaten their loved ones, he could not anticipate the allies they had brought. In his final moments he begged Kepp to raise her children better than he was raised, succumbing to his wounds.
