Howard is the local "Head" of House Tharashk. A wispy human with a keen eye, he has a sharp mind and is well versed in the arcane. He sells magic items and services to players, and has asked our heroes to keep an eye out for an Apparatus of Kwalish, a device that allows you to breathe underwater.
