During the events of "the Rangers revenge," a ambassador of Veterzemlya is assassinated by a rogue Ranger of the ferry council. This Ranger was cursed to become a lynx due to a crime he actually committed. And he did not care that he was guilty but sought revenge on the person he felt was most responsible for his condition, and led him to the crime that he was justly convicted of. By the time he was able to put his plans into effect, the person in question had become the Veterzemlya and ambassador to the country of Rickenvatten.   The treaty of written the was written by the members of the ferry council and the different ambassadors after the events had calmed down. The murder of the ambassador had nearly started a war between Rick and and and Veterzemlya. It was thanks to the ferry representatives in Rick and the that were able to deduce the actual nature of the crime and then ensure that the countries did not go to war over the misunderstanding of the source of the assassination.   The importance of the treaty is due to it being the first time that the ferry council proved its worth on an international level. Before this treaty, the ambassadors from the ferry council were not considered to be true ambassadors, as few countries recognize the sovereignty of the ferry council other than their homeland of true Linea's. Due to the intervention of the ferry council as 1/3 party, they were able to diffuse a war. The treaty of Rick and turned out to be an agreement between these two countries that would then request international arbitration by the ferry council as a means to prevent future wars and conflict.   Due to the success of preventing this war, many other nations saw value in joining the treaty so that they too could use the ferry council as an international and unbiased arbitration body. The more countries that signed the treaty and entered into this arbitration agreement, the more powerful that the treaty became. This allowed ambassadors from the ferry council to set up embassies in the capitals of all of the countries around the world and consulates in many of the largest cities. Also ambassadors from each of the countries now created embassies in true Linea's to ensure that relations hood be opened and discussed.   The work of the head priest, Sable the peaceful, finally came into its full glory because of the treaty of Rick and the.   The treaty lay the foundation for a new international representative Constitution that allowed a legislative body to be formed internationally. This international body, name to be determined, primarily focused on agreements between countries. These would include border disputes, trade routes, merchant agreements, and united efforts against the Faye or any other ne'er-do-wells who attempt to disrupt the peace established beginning with this treaty.   The legacy of the treaty of Rick and Vola often lasted for nearly a thousand years. Thanks to the interventions of the fairies between the different countries, major world wars were avoided. There were small skirmishes and battles that may have occurred between the countries when agreements could not be reached, however due to the magical nature of the fairies, they would often prevent the armies from doing much damage to each other forcing them to come to the negotiation table.   Near the end of the 1000 year influence of the treaty, many countries began to resent the power and bureaucracy that had eventually built up over this period of time. Many countries felt that they were losing their native sovereignty and they resented the homogenization of the world government. This resentment and desire for autonomy culminated into what what became the great decimation in 1123 CE where the treaty was broken, the ferry council fell, and all magics were removed from the ferry and the Faye to be encapsulated within the 16 totems of true Linea's.
