Cloudreach District
Home to the most affluent nobles, prominent political figures, guildmaster as well as a myriad of other wealthy or influential people. For those who can afford to live or run business here the Cloud reach is a district of luxury, opportunity and excess. But it is also a place of fierce elitist competition, a trait reflected in not only its residents but the very architecture of the district itself.
Skyport : The Needle
Towering above the city on the northern wall of the Neverstar dwarfing even Ivory Palace at the center of Neverstar is the porcelain white skyport known as the needle. This vast structure not only handles all aerial based trade coming in or out of the city but is also equipped with a pair of sky docks capable of full repair and service as well as a number of small ship construction companies that cater to the more wealthy members of the city looking to create small luxury sky yachts.
Neverstar Keep
The Ivory Palace
While originally more of a fortification than a palace, like Neverstar the Ivory palace has transformed into somthing more luxurious and appealing . While the palace grounds still maintain the secure and defensible walls its original construction provided as well as a significant barracks now home to the Elion Royal Guard, the palace is now a place for visiting dignitaries from far flung nations as well as the various dealings between city nobles, politicians and of course the grandest of social functions in all of Neverstar.
Ironmire District
Connecting to 3 of 4 of Neverstars main gates as well as the Marigold Bazaar, the Ironmire District is a bustling hive of shops, craft houses (both independant and giuld affiliated), inns as well as many pockets of residential sections that tend to be populated by those who work in the area.
The Merchants Guild:
While Neverstar is protected by the Elion Military, it is the Merchant’s Guild that sees that no man should starve or find himself naked in the cold of winter. They organize trade in Neverstar, throughout the region of Elion as well as with the wider world, finding ways to bring necessary goods and services to Elion and communicate needs between rival realms and even the distant lands of Winterhallow and Neverhold. Gold is the only language that all nations speak and the efforts of the Merchant’s Guild have given Elion a strong voice.
The Sanctuary:
Polished, snow-white marble stones distinguish the Sanctuary from the other landmarks and scenery of Neverstar. This holy place stands apart from the bustling streets and familiar shops. A garden courtyard and sparkling fountain lead towards its steps wherein shrines and altars to the gods await for believers. Here, fellowships commune and pray to the divines, asking for their blessings and protection. The Sanctuary is a recent addition to the city, brought forth only a few short years ago, one whose construction required the hard deliberation within the Kings Court. There are still a lot of mixed feelings about its presence in the city due to the great melting pot of beliefs within Elion.
The Root & Mineral:
There are many taverns within the city but none more infamous or beloved than the Root & Mineral. This tavern has been passed down through the hands of the Britewen family for as long as any can remember and currently rests in the care of Ardus Britewen, a young man eager to see the tavern’s legacy flourish again as it once had when he was a boy. This has long been the hall where the Adventurers of Elion have celebrated their victories and hung their heads when misfortune and disaster has struck. The inn has a warm, inviting atmosphere that has been comfort of countless travellers.
The Marigold Bazaar
While not strictly speaking an official district of the city the Bazaar has a unique life and energy that distinguishes itself from the surrounding districts to such a degree that it is often considered as such. The ever changing and bustling stalls and shops of the Bazaar are a place where you could find almost anything and everything if your lucky enough.
Marigold Bazaar:
At the crossroads of the city there is a large outdoor market where traders and merchants frequently peddle their wares. It’s difficult to say what one might find from day to day at the Bazaar but frequently there are rare goods and materials to uncover among the brightly coloured tents and carpet stalls. One is always advised to purchase when the opportunity presents itself as there is no guarantee that the merchant will stay to bolster their coin pouch or travel on to other lands. The Bazaar is the home to many lost and valuable treasures, some of which could easily end up in a pile of useless trinkets and merchandise if the seller has not the skill or the knowledge to recognise their uniqueness.
Whitegate District
While predominantly a residential region that is home to the bulk of Neverstars middleclass, the areas close to the Palace function as the administrative hub of the city. It is here that the Neverstar Courthouse, governmental chambers, police headquarters, the Neverstar central bank, Colleges and the ambassadorial complex can all be found here.
College of Sorcery:
Lead by archmage Lorren, a necromancer from Smoothrest. The college is located just outside the walls of the Ivory Palace and is a elegant structure visible from nearly any corner of the city and surrounding area, its domed roofs, the abundance of coloured glass and the brightly painted colours making it a vibrant landmark. The college has generated many rumours among the many sewing circles of the city and for the population of Neverstar without magical gifts whom have had very little exposure to the arcane arts the college preys upon their inner fears of sorcery and those who wield the mystic powers. Coupled with the arrival of many new arcanists from beyond the Elion, the College of Sorcery has become a topic of concern for the citizens of Neverstar.
Dragon’s Lair:
A propriety of Zirada Wu and the Merchant’s guild, the Dragon’s Lair is a newly established bank located at the heart of the city. The Dragon’s Lair offers loans and financing to the denizens of Neverstar under certain stipulations as well as offering security for their patrons wealth. The bank is overseen by a sullen gnome named Lirope and guarded by a group of outside mercenaries teams.
Clearwall
Though not an official district of the city, Clearwall is commonly referred to as one. Consisting primarily of external storage facilities for large building materials, the water and sewage treatment works and a myriad of other smaller operations that are best sited outside of the city. The Watch seldom patrol this area, leaving security to be handled by a patchwork of merc's and local residents . The City Guard oversees Clearwall from the Wayside District bridges, but its members get involved only when folk moving into or out of the city are threatened.
The Giant’s Dance:
A very recent addition to the city of Neverstar, the Giant’s Dance is a brewery owned and operated by Wovag, his wife Riva, his sons Iag, Vrom, and elderly father Odun. This family of river giants were happened upon by the Pathfinder’s during one of their adventurers and convinced to bring their brew of spirited ale to quench the thirst of mortal men. The brewery is three stories tall and can easily accommodate the height of even the tallest giants. It sports hardwood flooring, long benches for seating, a wide hearth and several aisles of cask shelves full of barrels big enough for a halfling to call home.
Northtown
Until recently northtown while certainly not poor had been a relatively stagnant area of uninspiring residential space . Traditionally little trade arrives through the Northgate compared to the ever busy and bustling south gate. However with construction of the new Elerium Engine connection between Trapshore and Neverstar nearing completion and the Neverstar to Bayhelm to connection sehcudeled to finish shortly after, Northtown has been boosted by a large influx of investment from many parties looking to take advantage of the extra freedom of movement the Elerium Engines are promised to bring.
Wayside District
The wayside district originally was an area of docks and warehouses set up to facilitate trade via the river into Neverstar. However while still an important avenue for allowing goods in and out of the city, the advent of various other means of travel have led to a reduced need for such a large area of dockland. As such large swathes of the Wayside district have become either run down or converted into residential areas. Warehouses, poorhouses, and tenements dominate much of the area. Wandering through the district can be a bewildering journey without a guide. Except in the immediate vicinity of the piers, shop signs and advertising of any kind are rare, and warehouses and other businesses often have no sign at all. You either know where you are going and have reason to be there — or you are lost, and a likely mark for pickpockets or worse.
Littleriver
Taking advantage of the river as well as the adjacent storage of Clearwall district, Little river is home to the heavy industry of Neverstar. From processing large materials for construction, through to smithing and metal work, all the way up to manufacture of skyship structural components. If its big or making it makes alot of noise it'll probably have been made in Littleriver.
Lowbridge
The modest district of Lowbridge while being one of the poorer areas of the city is one of the most pleasant. Lowbridge boasts many quaint dinery's and taverns along its main road to cater to travellers heading along the south road and the ever present security provided by the Elion army barracks at the south gate keeping crime low .
Ratreach
The Ratreach district is and area of low cost residential located outside the East gate of Neverstar. However unlike other districts most of the property is owned by the crown or private landlords and the bulk of the residents here are skilled trades people or apprentices working in the Ironmire districts or students studying at the various colleges in the Whitegate district.
The Rakes
The bulk of Neverstars produce is actually imported in from farms from the surrounding area as well as from other settlements further afield. While significantly reduced in size from when this was less the case, this large area of farm land close to the city walls is subsidized and maintained by the crown in order to guarantee the citizens are kept fed in time of crisis.
Northgate
While originally one of the smaller gateways into neverstar, only really seeing travel from the villages of Grimwatch, Fallden and occasionally Saltstall . The Northgate has been reconstructed to accommodate the newly constructed Elerium Rail Engine station and it various facilitys located just outside the city walls.
Eastgate
While mostly used by residents of the rat reach travelling to and from their places of work, the Eastgate is also used by travellers and merchants journeying bewteen Neverstar and Bayhelm.
Southgate
The South and West gates are by far the largest and most important gates into Neverstar. The south gate while less busy is the preferred method of entry for more money individuals traveling by either land or sea. It also houses the main barracks complex for the Elion army tasked with the defense of the city.
Westgate
