Experiment to further develop human evolution by mixing human DNA with reptile DNA on voluntary human subjects. Cancelled after successful testing period because of maintainance costs. The scientist responsible for the whole experiment was said to go mad with the idea of his entire life project being scrapped, he vanished not long after.
H.I.P.s are uncommon in Earth's society.
