Head of the Sphinx Province and a noted wu-jen himself, Lord Ota is newly ascended to the position of daimyo. He is young - the youngest of the Council of Regents - and it is widely believed he will be politically manipulated by his elder, more experienced peers.
Lord Ota has already passed a decree to rise practitioners of the arcane into a semi-noble quasi-caste, above the normal peasantry, but of course, below the samurai. It is rumoured that the emperor is not happy with this move and considering how to deal with the bold stoke.
