Empire
A sophisticated name for one of the most dangerous places on Earth. If you're at Empire, you're either a district leader, one of his gun-toting lackeys, or some poor slave being sold off for a few cans of peaches. Empire is a collection of mansions located in South Web that act as a meeting place for local district leaders. The leaders aren't necessarily "leaders" so much as they're representatives with major influence in an aspect such as trade, smuggling, military power, etc. These representatives change from time to time, but the current districts who attend these meetings are South Web, North Web, Ron Dequois, Irenes Decoy and The Roc. Each of these districts have laid claim to one or a few of the mansions in Empire, and these mansions act as embassies for the representatives while they're in town. You'll usually see a couple of thugs loaded with guns and ammo outside these mansions as a show of power against the other districts. As for what is actually discussed at the meetings, that's usually up to the circumstances of the meeting. Meetings usually aren't called unless some real shit is going down like a turf war or some shady deals.
Demographics
Human mercenaries from each of the resident districts. They aren't particularly wealthy, but they're given some pretty flashy gear to show off to the other district mercenaries
Government
Representatives from each of the local districts don't necessarily lead the people of their district, but they are usually the most respected (and most feared) people. Basically, they can get shit done and they have the influence and the manpower to make it happen. At any point in time, representatives from South Web, North Web, Ron Dequois, Irenes Decoy, and The Roc can request to hold a meeting at Empire. Empire acts as a neutral zone for discussion between the representatives, but they still arm their guards to the teeth and meetings are usually just shouting matches to see who can get their proposal across the loudest. After a proposal is "accepted" by the representatives, they do their best to pass along the message to anyone who will listen in their district.
Defences
There are usually some mercenaries stationed outside each of the mansions who represent each of the attending districts. They're all heavily armed and carry anything from scrappy pipe guns to insane experiment weapons that will either annihilate their enemies or obliterate themselves and anything in a mile radius. Aside from the mercenaries guarding the mansion entrances, there are usually several guards inside the mansion passing the time until their next shift. Most mansions have some form of outward protection like barbed wire fences, machinegun emplacements on the upper floors and the occasional head on a spike. When meetings take place, district representatives usually bring a convoy of even more gun-toting thugs, vastly increasing the Shits-About-To-Go-Down Meter.
Industry & Trade
District representatives quarrel with each other over who has access to certain goods, or who should lay claim to a newly discovered stash of food, or who has access to what roads, etc.
Infrastructure
Each district tries its best to maintain the appearance of the mansions they occupy to assert dominance over the others. Some mansions have entire sections of floor missing while others have gaping bullet holes outside them. However, the mansions are still some of the nicest buildings in the apocalypse. In fact, while mostly all of the mansions were damaged long ago from the bombs, they still have some form of basic utilities like semi-running water and toilets that sometimes flush. Some mansions even have some recent expansions added on to them that aren't exactly professional, but then again you wouldn't mess with the guys protecting the dragon-looking metal thing that spews flames out of the chimney, would you?

History
When the bombs fell long ago, the mansions in South Web's southern area naturally took some blast damage. However, the damage was rather minimal compared to the rest of the district. At first, some poor squatters found these houses and called them home. However, with the rise of the nearby merchant activity along the 404 highway, more travelers from other districts started passing through South Web and noticed such nice homes would look nice if they were inside them. Plenty of thugs from all of the districts fought and killed each other just to live in these nice homes. As word of the mansions spread throughout the districts, powerful people caught wind of the "imperial mansions" and decided to take hold of one for themselves. The nearby irradiation of Fenfield made it very difficult to get supplies quickly and reliably to those mercenaries tasked with guarding a mansion. Eventually, the only districts who could afford to hold on to their mansion without getting totally ripped off by the merchants of South Web were North Web, Ron Dequois, The Roc, and Irenes Decoy. Each of these district holders decided that war and bloodshed around the mansions would only ruin their value, and each of them believed that area would one day be the starting grounds for their own "Empire" Now, they warily coexist with each other in trade and apocalyptic politics, waiting for someone strong enough to end it all and start an Empire.
