The Flare Syndicate
The Flares are primarily fire-associated users. They create and sell forged items with magical powers, especially weapons.
Magically endowed weapons are illegal in Rime, and the country of Northwind at large, but the demand is high enough that the Flare takes the risk of participating in the trade anyhow, making one of the largest profits of any Syndicate.
