Increased Rebel Intensity in the West

West Coast America sees an increase in Rebel Activity with insurgents using advanced military tactics, equipment and communication. The Federal Government at multiple points tries to nail down on the activity but the Rebels always seem a few steps ahead, crippling communication capability and sabotaging logistics lines.
  The Military managed a few successful raids, clearing various rebel groups out of fortified bunkers that didn't exist before but the Rebel Activity would not subside.
