The Guild of Rogues- Unrecognized Guild
The Guild of Rogues is not an unrecognized guild by The Council. Made up of thieves and scoundrel, the Guild of Rogues is believed to a myth. However, it is very much real, and allowes the criminals of Elysium to be far more organized than it may appear.
Structure
The Guild of Rogues is built on a system of tenure. This is because of the nature of being a criminal; the longer you can be a criminal without being caught, the better criminal you are. Those who have been with the guild the longest typically hold the most sway, and do what they can in order to share what they have learned with others. There is no officially recognized guild leader for the Rogues.
Culture
Most of the general public think the Guild of Rogues doesn't exist. This is due to the highly secretive nature of the Rogues. Rogues of the guild are sworn to not speak of it to outsiders, or be hunted down by the guild. Those who are aware of the Guild in some capacity generally see it as a illegal resource within to highly structured society of Elysium.
Public Agenda
The general goals and agenda of the guild is the following:
1. The eldest of the guild passes what they have learned to those who are newer and less experinced
2. Provide a resource to those who otherwise would not have it
3. Provide an avenue to a better life for those who cannot get it normally.
Assets
In terms of wealth, the amount of resources the Guild of Rogues has is unknown. However, they do have a vast network of informants, the ability to trade illegal goods to merchants, and a deep understanding of the secret parts of the city and even the underground itself.
