While there are no real political parties within The Council of Guilds, there are very clearly leaders of the council, though they had no official power or title. The Guild of Smiths
Many of the other guilds have allegiances or trade agreements with these guilds, giving them tremendous power on the council. As such, when a member of the "True Council" brings up a topic of concern, it is often that the members of those agreements vote in favor of keeping those agreements. For an example, The Guild of Miners have a very clear trade alliance with The Guild of Smiths due to their share roles, so when the Guild of Smiths disagrees with a topic, often the Guild of Miners would also disagree.
Structure
Each of the guilds of professions is granted a single seat on the council, whose duty it is in order to determine laws, punishments, and decisions that affect the entirety of the city. Matters are voted on through a majority vote system. While each member of the council may only hold their seat for a total 5 years a term, the guilds hold the right to determine their own methods of electing the their council representative. Additionally, there is no limit to the number of terms that a council member can run in their given lifetime, so the same member may be elevated to the status of council member multiple times, so long as their guild approves of it.
Culture
The culture of the Council of Guilds has varied over the years based on different agendas. Ultimately, the Council believes in the greater good and the Survival of the City as its first priority. The Council will rarely take any action that will put they city in unnecessary danger to it as a whole. This, for example. is why the city has not been relocated to the Forest of the Lost, because the effort of moving its people, the loss of resources, exposing the city to possibly more dangerous creatures are generally not worth the benefit of being closer to Drinking Trees.
Public Agenda
The general agenda of the Council can vary, but their primary goals are as follows:
1. Insure the safety of the city
2. Insure that the city has access to required resources to allow survival.
3. Insure actions that allow a better standard of living for the city as a whole.
4. Insure laws are just and fair based on the current events within the city.
Assets
As the primary governing body of the city, The Council has access to the full resources and knowledge of Elysium as needed.
