How Elysium Handles Refuse and Bodies

The city of Elysium, dispute being very large in size, is very slow to expand horizontally. It is far safer for the city to expand vertically, which has lead to the multiple layers of the city itself. However, a consequence of this decision is that there is effectively no space for a garbage dump or even a grave yard in Elysium. So what does the city do in order to handle this?
Simple. They toss everything down thePit of Tartarus. 
Because of the nature of The Collar where Elysium is located, creating a space as to store trash and bury bodies is dangerous and could easily attract dangerous creatures in the Collar. So for as long as anyone can remember, things have been thrown down the Pit of Tartarus. Ultimately it becomes a out of sight out of mind problem at that point. Additionally, The Church of Gorash Vall, The Sleeping One teaches that the body is just one of many temporary forms, and is hardly important. So all trash, sewage, and bodies eventually make their way to the Pit.

Participants

The Guilds are responsible for their own trash, as well as the citizens themselves. Ultimately it forms a Daisy chain making its way to the pit.
