Lawful Stealing Act of Bo Kae

The planet of Bo Kae is the only Integrated Planet where stealing is legal. The Lawful Stealing Act permits it, only by a licenced Occasion Planner and under certain regulations.   On most of Bo Kae, it is traditional for formal occasions to involve some form of stolen property, as a way of honouring the planet's early history. Occasion Planners "acquire" (steal) certain items in the run-up to an occasion, and are legally bound to return them in their original condition within a certain time frame. Otherwise they face the same penalties as any other thief, according to the local laws.

Purpose

The Lawful Stealing Act was passed in order to de-criminalise what had already become established planet-wide traditions. When early Bo Kae Society first introduced law enforcement, it became clear very quickly that the traditions had longevity and the law needed to adapt, or the whole population would end up on trial.

Historical Details

Background

Bo Kae was an uninhabited planet until the Bonari occupied it. The original settlers stole terraforming technology from the Knoder in order to make the desert planet habitable. A tradition of stealing as a ritual for events emerged.   Early Bo Kae society began mostly anarchic, but gradually introduced government and legislation, which led to stealing being outlawed. This tradition became a headache for early law enforcement, so an official exception was made under certain circumstances.
