Margaret Dursley (a.k.a. Marge)
Marge grew up in Belfast, where she married a dog-trainer. He unfortunately died soon before Marge's daughter was born, but the child unfortunately died of cholera. Marge then moved in with her brother, Vernon, and helped nurse newborn Rose Dursley.
After Petunia inherited money from her diseased sister, Lily Evans, the family moved into a terrace house together. Marge took up dog training and breeding, which led to her meeting Colonel Fubster. The two quickly married, but he unfortunately passed away of a deadly and messy rabies bite from a dog after languishing in hospital for months. He was three times Marge's age when they married and she recovered quickly from the loss, though she continued to wear mourner's black for the year following.
It was Marge who decided to enslave Harry, forcing him to work as a page and footman for the Dursleys after the incident at the zoo when he was eight years old. She moved him into the cupboard by the stairs in the coach house to humiliate him and remind him of his place in the family structure - as far away from the other children as she could.
Marge's abuse of Harry reached a peak in August 1881 when she repeatedly physically assaulted him and locked him away, starving and sleep-depriving him. However, she was unexpectedly afflicted with a mysterious substance that caused her to inflate massively and float to the top of the staircase. Though recovered, the incident deeply disturbed her, and she naturally blamed Harry for it (PS - Chap 3). She attacked Harry every chance that she could, culminating in her attempting to humiliate him by dressing him like a girl for Dudley's farewell party (PS Chap 5). However, Remus Lupin avenged Harry by infecting Marge with rabies, which would slowly kill her (PS Chap 5).
