Gallows Rovers

Gallows Rovers are an organization of traveling executioners that are summoned to various areas to administer the more grizzly aspects of justice that others may not be mortally incline to perform. Gallows Rovers are a select group of men that wonder between or summoned to various settlements offering the service of executing those condemned to death by the powers that be. Because of the nature of their profession and its reliance on a formal justice system Gallows Rovers confine themselves to the more civilized areas of Pond and are almost never seen on the fringe, paradoxically unless summoned, they also do not venture into major cities or other areas that already have in place systems in place that would render their services unnecessary. This juxta position sees the group confined to a sort of middle ground of small settlements, outposts and other similar areas.   The service offered by the Gallows Rovers are simple, they perform execution's on behalf of local justice systems for payment. This relives the burden of the final act of execution from being performed by the local townsfolk offering a sort of buffer between them and the act itself. Through payment justice may be carried out by an outsider who the locals can focus their contempt, suspicion, and ill will upon instead of risking the ostracization of one of their own. It is in this way that settlements how use the services of a Gallows Rover may find themselves dependent upon them. For if the Rovers are slighted, refused payment, or attacked they will simply leave the area and blacklist it. Once blacklisted no other member of the organization will treat with the area and the citizens who have relied upon an outside force to shield them from feeling the burden of executing one of their own will suddenly find that they must perform the grittier aspects of justice on their own. This sudden weight of reality is often enough to cause such a location to reconsider their stance and perhaps make amends with the wondering organization.    Despite appearances the Gallows Rovers are not a religious organization and do not have ties to any particular deity, they also swear no allegiance to any political or governmental entity. The Gallows Rover are a purely civic organization offering a necessary service that many would not want to take on themselves. The beginnings of this organization is unclear and by the world at large considered irrelevant, all that matters to them is that the organization exists and can be negotiated with.   While they have no physical power over others the emotional sway they wield is impressive and not to be underestimated and while they are not beholden to any political party the emotional damage they can inflict upon an area through their absence or worse the stigma involved with being blacklisted by the Rovers is often enough to gain concessions from a local government. Though pricing is fixed by the organizations leadership members are allowed to make requests of the local government in leu of payment provided said requests are with in reason. These requests  vary but common ones are the improvement  of local road systems, inns, public spaces, ect. More unusual requests have been the building of new fountains, protection of certain wilderness areas and the installation of small canals. Other personal requests may also be made, however these requests are often more scrutinized should the organizations leadership become aware of them.     Gallows Rovers do not have any particular uniform and dress mostly in whatever the individual Rover deems appropriate, this is commonly simple travel wear though a few members do opt for more extravagant attire. All Rover are however required to carry a badge engraved with the individuals name and emblazoned with the organizations seal, that of a noose overlaid by a pair of spurs. These badges are always made of brass except for the noose which is made of black iron.   The base of the Gallows Rovers is located in the city of Graxttinn known to as Gallows Hall. The name of the building makes it seem far grander than it actually is, as the building itself a small unassuming utilitarian office building that would be completely unremarkable if not for its residence. It is in Gallows Hall that official Rover buisness is conducted such as meetings between the leadership, formation of new travel circuts, updating of prices and the blacklist, general records keeping, and initiation of new members.
