Motivation
While most halflings are not concerned with titles or positions of importance, Bolton certainly is. He sees his peoples detached perspective as the very reason they lack political pull. With the exception of a few self proclaimed halfling nobles, Bolton pretty much acts on his own whim, whereas other council members try to directly reflect the desires of their people.
Bolton hopes to bring about great cultural, and political gains for his people, but getting them interested seems to be his largest struggle.
