Captain, I feel obliged to report on this morning's events, as some egregious claims have been made against the Alliance for Displaced Children. This local organization has been working to reunite children lost due to prior natural and magical disasters with their families. Around ten o'clock, I was alerted to a disturbance outside the ADC's stall in the town center. As I approached, the goliath named Eli had just finished swinging his hammer onto the ground in what I estimate was an intimidation attempt. The tension between the two groups was obvious. The ADC's leading representative claimed harassment and asked me to force the others to move along. Richter, a citizen, spoke up and claimed that the ADC should be arrested for being child traffickers. He spoke to me with an air of authority and instructed me to detain the ADC members and send a runner to inform the Empress. I reminded him that as a citizen, he should be familiar with our laws regarding assault and that he and his group, which also included one Garth Butchers, were towing the line. I advised them to disperse. I informed Richter that I would decide if the council should be notified of his claim. The adventurers acquiesced and I stayed behind to speak with the ADC who reported that the adventurers originally approached them under the guise of helping to locate a child before quickly turning to interrogation efforts. I have not spoken of these events to the others as I do not want to provide opportunity for speculation. I am passing these details on to you to do with as you see fit. I have not observed any evidence that the ADC is a front for a criminal operation. However, the adventurers mentioned they had recently exposed the ADC arm in Arbour. It may be in our best interest to confer with the authorities there. I sincerely hope there is no validity to this claim. Okno

A note scrawled on crumpled paper, delivered by pigeon C, We narrowly avoided being accosted in the streets today. Thankfully, our efforts with the local guard paid off. A group of adventurers approached with the impression of helping but quickly started drawing weapons and accusing us of criminal activity, stating they had discovered our arm in the Arbour empire to be guilty. Have you had any word from them? The evening shift never showed. And after how our morning went, I decided to treat that as a sign that we've been exposed. We have packed up and headed to the safe house. We will lay low until we hear word from you with further instructions. -H
