O.R.C.A. (the Organisation for the Research and Control of Abnormalities) is an organisation dedicated to the eradication of anything magical or supernatural. Whether they be big or small, malevolent or benign, they refer to all magical beings or objects as ‘abnormalities’ and seek to destroy them. They believe that magic is a blight on the world and that human society must be protected from its influence. They wish to erase any and all traces of magic; magical creatures, magic users, any sympathisers, and any information on it except their own.
ORCA consider themselves heroes and protectors of the human race and are united as a species. They are very humanist and egalitarian; they do not believe that any human is inferior to another, unless they are a magic user or sympathiser, that all humans have great potential and they pride themselves on being diverse, global and meritocratic. They care heavily about the safety of civilians and do their best to protect them from harm and shield them from knowledge of the magical world. Nonetheless, ORCA does not follow any moral standards except their own and will also torture or kill anybody they see fit, seeing their ends as justifying the means.
ORCA are very capable and successful. Throughout their history they have killed nearly all their rivals and shattered most resistance. The supernatural world has shrunk dramatically through their systematic extermination and the remaining magical people and creatures are in hiding. They destroyed the most powerful magical group, The Enneagram Alliance, killing most of its members and destroying its headquarters, Vagus Library. They have driven several species to extinction, including unicorns, and extirpated many others, such as werewolves, in many parts of the world.
While ORCA is entirely dedicated to supremacy of what they see as the 'pure' form of humanity, they are not blood blind. Operatives know it is best not to kill if there is more to gain from it, such as information or tracking to find a base or other enemies. Some operatives spend long periods of time undercover to reveal plans or underground networks. However, ORCA's focus on purity means that while they have access to much magical weaponry it is forbidden to ever use any as it is is seen as a betrayal of their goals.
ORCA members are called ‘confidants’. There are various types of members, broadly categorised into Operatives, Soldiers, Researchers, Engineers, and Administrators. The organisation is led by a single overseer called the Controller. The ranks of the organisation are very meritocratic and structured; each group is ranked on their skill and experience and grouped by their specialisation, with more important work being available for higher ranks and different work being available for different specialisations. While no work is officially sealed off, less experienced members understand they may not be suited to something and are unlikely to be accepted for it by the leader.
Operatives are special, highly trained agents that work as the main force for missions. They come in great variety with vastly different roles but are all highly capable and flexible units. Soldiers are simpler agents trained mostly for regular fighting and assault, supporting operatives or operating land and air support, and are often former soldiers from real militaries. Researchers are members dedicated to research on any relevant scientific topic, physics, chemistry, biology, psychology, etc., or on the study of magic itself. Engineers run the practical side of the organisation, from important work on adapting newly discovered science, manufacturing weapons, ammunition and machines, or simply maintenance on them. Administrators act as the managers of the organisation, ensuring it does not fall into disarray and planning long-term strategies and resource budgets. This is often an extra work type though, and most lower rank administrators are simply other members with the extra responsibility for their local area or job. Only higher ranking administrators have a singularly managerial role.
Given it's size and breadth of scope, ORCA's structure to akin to a national government. Overall strategy is decided by higher-level administrators while the different branches organise themselves. Operatives have a much more decentralised approach to their work, with members mostly organising their own missions based on what they deem necessary based on current threats and wider projects. Soldiers operate more like a regular structured military and work in conjunction with operatives when and where they are needed. Researchers and engineers work on what they are told to or what they can convince the higher-ups is worth investing in, but otherwise organise their own schedules. And lower-level administrators for local bases have a lot of freedom in how they police their area. Rules and rule-breaking follow similar patterns, with more controversial actions judged by the higher administrators. The overall structure though is quite decentralised and flexible, and a lot is held together by sheer loyalty to the cause.
The organisation runs large-scale operations called ‘Projects’, and ‘Campaigns’. Projects are internal operations related to the improvement of the organisation, often in terms of research, whereas Campaigns are external operations related to tackling especially large issues. Both types are founded by higher administrators when they deem them necessary and an overseer is appointed. In keeping with the organisation's decentralised approach though, this overseer is mostly left to run things how they wish, with only periodic reviews to evaluate their success and if they are still needed.
ORCA has a very high level of technology available to them, several years ahead of the rest of the world. They also have access to a whole breed of anti-magic technologies, developed by them and only used by them, which range from magic detection to nullification. This technological advantage is the major reason why they were able to beat the magical world, as they had the ability to easily detect magic users and counter their abilities, thus turning most fights in their favour. ORCA's technology and weaponry is able to progress at a fast pace for two reasons: first is that they are able to draw lots of money, resources, scientists and engineers from across the world to their cause, second is that they are not as limited by ethical considerations and doesn't shy from unethical but faster research methods like testing on live subjects.
ORCA has many bases across the world, in every country on every continent. These act as the points from which confidants act and make most day-to-day decisions, making it easier to respond to local events quicker and giving better local understanding of the area. ORCA members come from all over the world but will most likely work at their local base. Bases may be different sizes, depending on their importance, amount of action, where they are, what they do, and other factors. A country may also have a different number of bases and outposts depending on its size.
ORCA's main base and headquarters is known as
Fulcrum Base. It contains everything needed for all the higher-level aspects of the organisation: military, science, resources, transport, and administration. It is where the controller resides, as well as the heads of department and other higher-ranking members. The base is located on the Italian island of Sardinia, disguised as an Italian military base and heavily guarded, its location is only given out on a need-to-know basis.
