This is as close to a pirate kingdom as you will find. Or a republic of pirates. The city itself, though established by Vinari traders, is independent - and has developed its own government system, which is a kind of republic of sailing interests. Whatever the word is - that covers traders, trading firms, ship captains, ship owners, importers and exporters, and anyone who can, essentially, buy a vote. These interests have more or less openly decided not to ask questions about anyone else - so pirates are as welcome as anyone else. There are rules, laid out with a good deal of clarity, about what you can do here - there is a truce: no fighting is tolerated (though this applies to the leaders, not to individuals: in fact, brawls, duels, murder are all accepted - expected - parts of the city’s way of life). There are sanctions in place to enforce these things - so a privateer shows up and tries to arrest a pirate, and anyone around will descend on the offender and exact vengeance.
That is not to say that all the interests are always united. Generally speaking, pirates, traders, planters and other sellers, and government agents all have their own interests, and form their own cliques and councils, among all of them, or among factions. It is complicated,and for all the nominal truce, there is an air of constant threat violence, assassination, etc are as common as brawls.
