San Marcos

Island in the pirate islands, notorious center of piracy and crime. The city is ruled by a council of moneyed sailing interests - the hinterlands are held by strongmen, with allegiances wherever they may be. They are usually controlled by local strong men, who could be independent, but are often representatives of foreign powers - chartered, sometimes titled - by countries, specific lords, commercial enterprises, pirate captains/consortiums, and so on. These try to maintain the kind of truce there is in the city, though the balance is different - more peaceful most of the time, but given to spasms of aggression if someone decides they want to try to take someone else’s land.

Volcanic, though there are mountains in the northern and southern parts, with lots of low, jungle between.
