Omoria
Omoria, officially the Empire of Omoria is a large political entity spanning the Tveman star cluster based from the Omoria-system. It grew from the planet of Omoria to span the whole cluster through military conquests, overthrowing the Krathoran and Hahzan empire to the dominant force in its region.
Omoria is known for its skilled diplomats and the pacifistic nature of its people. Combined with its tolerant culture and the abundance of resources, it has created a wealthy pocket in the outer regions of the galaxy, attracting cultural enthusiasts seeking a vibrant array of languages, cuisines, arts, and architecture, as well as a well of information and knowledge.
Structure
The Empire is a collection of realms held by the Omorian government, ranging from centralized, well-integrated provinces making up its core to more informal, loose agreements along the edges of the empire.
The Empire is a democracy with a large aristocracy and nobility often elected as public officials. The Emperor is the ruler of the empire and handles the diplomatic and military affairs of the empire alongside the civilian government with little say in internal economic or social policy.
The elected civilian government handles internal affairs and to some extent the diplomacy and military of the empire. Headed by a prime minister, this government is led by a coalition of elected representatives and appointed ministers. Each province within the empire, usually consisting of a few dozen star systems with notable exceptions like Omoria and Cirdia have an elected Governor and an appointed Viceroy who in turn make coalitions in the government. The Ministers are appointed by the emperor and are usually former representatives or aristocrats. These handle particular affairs inside the empire and are responsible for implementing policies proposed by parlament.
The legislative body of the Omorian empire is Chamber of Representatives, the elected governors of the various provinces. Since the parliament is non-partisan, these officials enter coalitions with each other in unofficial factions.
The Empire's executive body is the Omorian Ministerial chamber. Here, royally appointed ministers in charge of their respective ministries are responsible for translating the sentiment in the Chamber of Representatives into policy and effect alongside preserving some influence from the empror.
The Omorian senatorial office is a separate governmental body responsible for handling the diplomacy of the Empire. It is headed by the Omorian Senator, an appointed official who is responsible for attending the Galactic Senate and to represent the various members of the Empire. Included in this office are other representatives, including notably from Krathora, Hakhza, Flumia, Maroa, and Manora.
lastly, Omoria have a series of subservient states inside the empire. Included in these are three unofficial protectorates, Krathora, Hakhza, and Flumia. These were through either conquest or alliance integrated into the empire, and while self-ruling internally, with only minor Omorian interference in the form of tariffs and military. These states are subservient and lack diplomatic autonomy apart from in the form of their respective representatives. They are internally autonomous and are not part of the Omorian electorate and are not subject to Omorian law. they make up a little less than half the empire's systems and themselves have internal dynamics and autonomous regions.
Demography and Population
The Empire has a total population of almost 30 trillion sentient. Roughly 30% of these are Omorians, with 15% Krathorans, 10% Hakhzans, 10% other native species, 30% mixed, and 5% galactic species'.
Major population centres
The largest populated planets in the empire are Manora with over 100 billion beings, Hakhza with 87 billion, and a few other with over 50 billion. Krathora has a population of 37 billion, Flumia with 16 billion, Omoria with 18 billion and Cirdia with 27 billion.
The Omorian provinces generally have a higher average population density, though fewer planets with exceptionally high populations exists in Omorian space, instead concentrated in Krathoran and Hakhzan space.
Territories
Omoria governs over the entirety of the Tveman star cluster and are unofficial protectors of some systems in the immediate vicinity of the cluster, mostly those controlling the few hyperlanes leading between the cluster and the wider galaxy.
This totals at over 40,000 star systems and more than 30,000 habitable worlds. Out of these, roughly half are governed directly by Omoria while the rest are either ruled by subservient states like Krathora or have home-rule.
Omoria
As mentioned are roughly half of the star systems and world are ruled by Omoria itself and are provinces of Omoria. The core part of Omoria as an entity within the Empire is centred around the Omoria-system and especially the two planets of Omoria and Cirdia, both of which are in the same province but have one viceroy and governor each.
Other than this, the Omorian "Heartland" consists of a few thousand star systems which were settled early in Omorian history. These were usually either uninhabited or had only small native populations who were supplanted. These world are majority Omorian, with little trace of the native populations left.
Further out there are the systems and worlds were the Omorians settled and mixed with the local populations, once referred to as Omorian colonies. These populations are mixed or have large populations of Non-Omorians, with some having only Omorian minorities.
Lastly, there are the so-called settler worlds were Omorians settled uninhabited world but brought with them populations from other worlds under their rule. A large population of Krathorans, Hakhzans, Flumians, and even humans exists on these worlds, though the Omorians are not the majority themselves. Instead, most of the population are mixed.
Krathora
For the State of Krathora, it had only been incorporated after the Krathora-Hakhza war and it kept many of their own imperial administrative structures as well as its territory, numbering around 7,000 worlds, including these structures were the the hierarchy of systems that had existed in the imperial era, though it softened.
On the top are the States, a group of seventeen systems including the capital and homeworld of Krathora. These are ruled by separate noble families and have a degree of autonomy. The senior of these is Krathora, ruled by the Kratha-family that has ruled Krathora and that ruled the Krathoran empire for millennia.
Next are the Provinces, which were Krathoran-majority systems that made up their economic and demographic heartland. These were informally split into upper and lower provinces depending on their status and prestige. These worlds only made up a minority of the Krathoran empire, but after shrinking in size and abolishing the colonial territories, the provinces extended to all holdings Krathora retained except those few worlds that remained protectorates or that transitioned from territories to protectorates.
Hakhza, Flumia, and Maroa
The two other main entities within the empire besides Omoria and Krathora is the State of Hakhza and Flumia. Hakhza was incorporated after their war with Krathora and greatly decreased in size from its imperial peak, now numbering only 3,000 systems.
Flumia was at first an ally of Omoria until a civil war where Krathora toppled the Flumian monarchy and put up an Omorian-loyalist government and it became a subservient actor and entity within the empire. It rules only a thousand worlds after loosing many during the civil war.
Lastly a notable smaller entity within the empire and an example like many others is Maroa. It had been a part of the Krathoran empire and had seceded after the collapse of the empire, seeking protection from Omoria. It has complete autonomy and rules only its local system.
Military
Omorian Armed forces
The Omorian state has been pacifistic for thousands of years and retains only a small professional army, though keeping a large navy. This is to ensure it is never cut of from the galaxy and as a worst-case scenario keep any galactic force out of the star cluster indefinitely in the case of a galactic war.
Omorian Army
The Omorian army is as mentioned relatively small though well-trained and highly professional. This is due to a lack of need in the form of few to none major rebellions and few outside threats as a result of the Galactic senate, but also because the large armies used in wars have traditionally been provided by the highly militaristic and proud Krathorans and Hakhzans.
Omorian Navy
The Omorian Navy on the other hand is their pride and has remained well-kept during peacetime. Its main purpose is to provide safe trade routes, prevent piracy, and to keep outside threats out indefinitely in the case it becomes necessary.
The navy is well supplied and have several large shipyards throughout the empire. the most famous and largest single shipyards are located on Cirdia, though the majority are in a small, uninhabited area of the empire that has been designated a military zone. In this area, the navy operates a reserve fleet which is always twice the size of the fleet protecting the Omorian system, protecting the shipyards there and research facilities. This fleet is meant in emergencies only and is unknown in size to all but the Grand admiral, the highest position in the navy and the Chief of the navy.
Foreign Relations
Omoria is a keen and active member of the Galactic Senate, officially representing the Tveman sector which includes 4 full members of the senate and a further 1,000 dependencies with their own representatives under the Omorian Senatorial office. Many thousands more are indirectly represented by Omoria through secret meetings, appeals, and committee headed by the Omorian senator.
The legislative body of the Omorian empire is Chamber of Representatives.
