Chief Custodian of Quldafjord

The position of Chief Custodian is the head of government in Quldafjord. It is a specially selected position, with the power to direct the treasury and state government, but not power over military nor power over legislation. Originally, the position Chief Custodian was given to one of the Chieftains of the Great Clans of the Union, as elected by the rest of the Union. As the senate grew in size and issues of Clan relations became prevalent, the Chief Custodian position was instead elected from a small clan or lower nobleperson.
Legislation in Quldafjord comes from the Senate, and Military power is managed by the Great Clans, protected by the original Treaty of Quldafjord written near the end of the Sixth War in the Knife of the World. And so the Chief Custodian is in charge of the treasury, managing the union, managing taxes, addressing diplomatic relations, and managing the Senate. This makes the Chief Custodian position a very powerful position, but is completely under the whims of the Senate - the Chief Custodian is therefore considered a true worker for the people.

The main duty to the Chief Custodian is mediator to the Senate and to ensure the Union of Quldafjord is stable and maintained.
