The Divine Legate is the envoy of The Four in the Prime Material Realm, the supreme ruler of the Kadian Dominion, and the highest authority within the entire Andorian Church. Considered to be the successor title of God Emperor, the title's current and only bearer is saint Kairoz the Andorian.
