This is a relatively small county that is ruled with an iron fist by the Earl. The Earl is very rich from owning a major salt mine.
To live in the Earldom you need to get permission from the Earl. To get that permission you need to swear total loyalty to the Earl.
The Earl also levies high taxes of everyone. He manages to stay in power because he has a strong, and well paid, retinue along with well-paid sheriffs

183,000 people live in this earldom. 70,000 in and around the capital and 70,000 near the mouth of the Anbyenguaq river.
At any given time several thousand people are working at the salt mine, which is a few kilometers from Saalashay

This is one of the smallest provinces of Habuda with an area of only 22,000 sq km
Part of the Anbyenguaq river flows through the province with the mouth forming the border with Al Shamaq

Timber is a major industry as is a large salt mine near the capital Saalashay.
The timber is provided to the shipbuilders all along the XXXX peninsula from Alirah in the east to Maba to the west and south.
The salt mine is owned by the Earl and the source of his wealth. The salt is crucial to the fishing industry all along the coast.
On the coast there are numerous small fishing villages

The Earl spends significant money to ensure the roads are in good condition to allow for the trade in timber and salt. He even pays for the upkeep of some of the roads outside of the Earldom to ensure there is no hindrance to trade.

Judicial Body
The Earl's court, a very harsh court where all sentences are to work in the Alasafsa Salt Mine. Basically no one who comes before the court is not guilty. The Earl pays his sheriffs well to charge people with crimes.
Some years back the Earl's court convicted a merchant from Muhar to a sentence in the salt mine. This caused a major rift within Habuda with Hateria Country threatening to invade the Earldom to free the merchant. Since that time the Earl's court avoids bringing people in front if it that are not residents of the Earldom.
