Cardinals
We were made to keep the peace between the humans and humanoids.The Cardinals were a group of trained humanoid fighters who went after criminals. They were trained by the Global Pallorin governments all across the Earth. There were many Cardinal divisions across the world, with each division named after the country they operate in.
Divisions & Guilds
Each Cardinal division could also be divided into guilds, which were small groups of Cardinals with the same dominant powers. Most of them operated city-wide, but certain guilds operated regionally. Some divisions were luckier than others, as they had more guilds with offensive powers. Others had guilds with less common powers, which allowed them to surprise their opponents. Either way, these guilds allowed Cardinals to hone in on their strengths. The downside, as those who left found out, was that they could barely control their other powers, or were afraid of using them. The way they were taught was important, to avoid people being unable to use their powers if they were in a situation that needed their other powers.Public Agenda

History
When the Global Pallorin was first created, the founders trained a group of fighters and called them Cardinals. They were created to maintain peace between humans and humanoids. Throughout the 20th century, they secretly fought alongside humans in the World Wars, and caught criminals for the Pallorin governments to handle.
However, by the 1980s, some Nexans joined the Global Pallorin and changed the way the organisation worked. Afterwards, the Cardinals became the secret police, and would step in where the actual police failed. The new Global Pallorin also wanted to lower humanoid crime rates, so the focus for the 21st century was to clamp down on these humanoid gangs.
Disbandment
The Global Pallorin didn't understand why crime rates were going up, even when they invested in the Cardinals. There was a lot of mistrust in the organisation, because of the lack of communication. They branded a lot of the humanoid gangs as terroists, as they started getting more radical during the late 2020s. The Cardinals also failed to crack down on the Order of the Elders, which allowed them to continue with their plans.
In the end, after many people quit or got killed on dangerous missions, the Global Pallorin dissolved the Cardinals in 2028. During that time, all those who caused the unnecessary deaths were either put on trial or left the government before they could be incrimated. After the Global Pallorin was changed to remove corruption, they created a new group of fighters to fulfil the original purpose of the Cardinals.
