Emperor of the Teardrop Sea Islands
Upon the formulation of the Teardrop Sea Islands, the centralised government for all islands within the Teardrop Sea, the rank of Emperor was created to oversee it.
The Emperor is chosen from, and by, all the current monarchs within the region. Prior to the land laws, what constituted a king/queen and/or a kingdom varied by region. As of the land laws, any landowner can become a monarch if they meet a set of criteria based on amount of land owned, number of permanent residents living on it, and percentage of tenants in support of the move. The latter is determined by an anonymous poll that automatically accompanies every census.
When an Emperor is elected, all monarchs have to travel (or send envoys) to Allkingdom, where time is given for discussion. At this point, any who do not wish to be considered for Emperor state as such, and if any particular names arise out of the discussion as popular choices, these are debated both with and without the candidates present. A close examination of any candidates for Emperor is performed by members of the Halls of Governance, who look into details like disputes with tenants, relevant skills, and diplomatic history. For candidates who pass the examination and have enough support from the other monarchs, their tenants are polled anonymously for approval for Emperorship as a final part of the vetting process prior to the final vote.
