Elvish Liberation Front
Structure
The E.L.F. is a cell based and decentralized alliance of elvish and horned one rebels, most of whom were slaves to Heliopia. They have since carved out a disputed zone that they defend and expand against the Heliopian Dominion. They are led by cell leaders who sometimes collaborate but often work independently like military squadrons.
Culture
A care-forward and resilient culture built from mixing of elvish cultures while enslaved along with Heliopian and Horned One influences. Most speak Elvish or Sylvan with some Infernal speakers. They tend to follow family traditions but there is a movement toward a unified yet multicultural whole.

History
The Elvish Revolutionary Front began in 1346 when a slave rebellion in the Domain of Tyrannos Karza Alessander deposed the Tyrannos and declared a free state. slaves revolts exploded across the western side of the Dominion leading to a more unified alliance of cells which began to make contact with external allies such as the Night Hunters who taught them insurgent techniques, the Peasant Commonwealth who provided supplies and weapons, Ortileez who funded the continuing rebellions and the other anti-Dominion insurgents across the continent. They continue to fight the Domion and have created a semi-stable provisional state that is constantly under siege.
Demography and Population
Primarily elvish and half-elvish but with large Horned One and Centaur minorities.
Territories
Controls a semi-autonomous terittory along the east shore of the Barrier Sea.
Military
A massive insurgent army operating in allied cells.
Religion
There is no one religion of the E.L.F. Individuals are left to believe what they choose except for the Heliopian Cult.
Foreign Relations
Is considered a rebellion by most states but is allied with the Kingdom of Ortileez, Dobastis, the Peasant Commonwealth and has some small recognition from Jarnepolia-Sokol.
Agriculture & Industry
Sustenance farming done by civilians that supplies most of the food of the territory but is supplemented by support from allies.
Trade & Transport
Mostly operated by smugglers.
Education
Most people living in E.L.F. territory is trained to fight in some capacity

Legislative Body
The United Front: An infrequent meeting of cell leaders who determine the direction of campaigns and internal policy. It has limited recognition and power but is a step toward unified governance.
Judicial Body
The Revolutionary Tribunal: A selected jury who decides on cases of conduct, disputes and advise the Justice Commission on war crimes cases.
Executive Body
The Justice Commission: A multiorganizational tribiunal with representatives from the Peasant Commonwealth, the E.L.F., the Khemaat Loyalists, Ortileez, Dobastis, Ishkadar, the Night Hunters and Sagittarius Freedom Army. It judges on war crimes and sentencing for captured Heliopian generals and rulers. It is not recognized by Heliopia, Aguila or the Tsardom but has some sway in Jarnepolia-Sokol and the Khagannate. They also are the public face of the anti-Heliopian movements.
