The Usorian Thaumocracy
After the death of the gods, when the world of Neria changed forever, the islands that make up the region of Usora gravitated together, forming a region unto itself. For nearly ten years after the fall, the individual territories of Usora fought over borders, resources, and even thaumology, once the need for it became greater.
The first man ever elected as Vyseer was a halfing by the name of Yarric, who became known as Yarric the Innovative by the end of his lifetime. When Yarric realized that the greatest resource fought over was magic and the understanding of it, he suggested that it might be better for all of the territories of Usora to freely share their knowledge rather than waste valuable resources trying to win the knowledge through conquest. It was at this point that the territories within Usora all elected their own Vyseers, who were tasked with the responsibility of bringing what their city-state had discovered over the course of the past year to an annual meeting of the Vyseers.
This collective grew from an alliance into an official form of government. In the century that followed the election of Yarric the Innovative, it became clear that simply sharing the knowledge among the Vyseers wasn't always enough to keep the peace. There were still qualms over how thaumology was applied or researched, or who outside of Usora was allowed to bid on the vast amounts of information stored within the collective. It was decided, then, that this council of minds would not only act as liaisons, but as decision-makers. With a new authority vested in them by the people, the Vyseers of each city-state began to meet once a season; at these meetings, they not only shared what their city-states had discovered or progressed, but help guide the region in how, where, and for what purpose these advancements would be used.
