Tengu
The Tengu is a brotherhood secretly organized by The Order of Nyaan to combat The Shadow Syndicate.
Structure
The organization is divided geopolitically and was loosely connected to the Order of Nyaan. The organization is largely independent from the church and more dependent on local leadership, although messengers between areas are used for areas to constantly communicate.
Culture
Most members are recruited at the normal age of apprenticeship and trained by the order in a manner adopted from the Nyaanic Arbiters modified to be notably more intense and include comprehensive education.
The Syndicate believe that people cannot be trusted to rule themselves, and that logical decisions should be the only thing behind a governing body. They work covertly to spread the ideas of Nyaan and utilize sedition and revolution to replace the current ruling bodies with further extensions of the church's power.
History
The Tengu was first formed by The Order of Nyaan soon after The Shadow Syndicate started gaining hold in local governments. The Tengu's main goal is the dissolution of the Shadow Syndicate, and consistently works to remove prominent members from power. Because of the nature of the Shadow Syndicate, the Tengu adopted a similar secret society format almost immediately to help combat it's opposition.
Exceptional arbiters and sentinels are still recruited from Nyaanic churches by the Tengu, as well as Aeris.
