The Shadow Syndicate

The Syndicate believe that people cannot be trusted to rule themselves, and that logical decisions should be the only thing behind a governing body. They work secretly to spread their ideals and utilize sedition and revolution to replace current ruling governments with systems that are more conducive to true human equality.
The organization as a whole believes strongly in personal responsibilty and enforces it in it's dealing with members. As a counter to the Tengu, their philosophy states as intellectually free individuals work for their own goals, they benefit others socially and economically. Overtime, they adopted various colored hoods as signs of personal uniqueness.

Structure

The syndicate have no prominent organization in heirarchy, with members with high positions of power organizing those of lower standings. This division usually leads to them being masterminded by a council of leaders, with the strongest being those who can lead the best.
Members have a small circular symbol, usually on their chest, that depicts a serpent-like creature in a circles around a triangle, known as uroboros. Some designated members have masks grafted to their faces as a symbol of giving up individuality for the good of the whole of society.
New members are always inducted by their own choice if they can discover the organization through their own means or have strong natural ability or talents that make them valuable potential members.

Assets

Like Tengu , the syndicate are at a somewhat higher technological level than most of the current civilization. The group has access to advanced mechanical engineering and actually funded the development of Synthetic Gems.
