Manwe
Manwe was one of the greatest voices than joined in the song of ERU. His voice was closest to the song, adding his own harmonies where appropriate. And he it was that charged forward to reharmonize the dissonance of MELKOR.
When Eru took them and showed them ARDA in its unfolding Manwe was most taken by and most pondered the air and the winds of Arda. And, evermore these were to be his domain.
Over time he was recognized as the leader of the Valar, this was due to his closeness to the mind of Eru. After the early struggles with Melkor, the Valar relocated to Aman. There Manwe caused the PELORI to rise up to towering heights, greater than any other mountains in EA. There upon TANIQUETAL also known as OIOLOSSE, the tallest of all peaks in halls above the everlasting snow he resides with his consort VARDA, the Lady of the Stars.
"When Manwë there ascends his throne and looks forth, if Varda is beside him, he sees further than all other eyes, through mist, and through darkness, and over the leagues of the sea. And if Manwë is with her, Varda hears more clearly than all other ears the sound of voices that cry from east to west, from the hills and the valleys, and from the dark places that Melkor has made upon Earth."

In time the Valar would build their mansions and their city of VALMAR. Manwe did not forget the rest of Middle-earth that was outside the blessed realm. Sitting on his seat at the peak of Taniquetl he looked out on the rest of Ea. He had spirits shaped as eagles and hawks that searched the land and returned to him with news of all that happened. And so he awaited the arrival of the Children of Illuvitar.
His appearance is tinged in blue. His eyes burn with a blue fire, and his scepter is topped by a massive saphire that shines with an inner light.
